URA to reopen Homeowner Assistance Program; Action Housing to administer limited grants starting Feb. 14

Staff said the HAP changes previously approved by the advisory board (conversion to a grant with a 10-year deed restriction) require final URA board sign-off; URA's full board is scheduled to meet Feb. 13 and staff will proceed with the program opening on Feb. 14 provided there are no changes at the URA board meeting.
Staff clarified the 2024 allocation amount for HAP was stated during the meeting but some numeric references were verbally unclear in the transcript; URA staff said they have an allocation and that the initial agreement with Action Housing covers $1,500,000 of program funding. Staff said they will return to the advisory board with implementation updates and, if appropriate, a recommendation to allocate additional funding from the 2024 allocation.
