Vermont broadband board: fiber rollout nearing statewide coverage, promises economic and health benefits

The House Commerce and Economic Development Committee heard Feb. 13 that Vermont’s statewide fiber broadband rollout has accelerated and that broadband leaders expect large social and economic returns — but that costs, workforce needs and federal funding timelines remain material constraints.
Christine Hoquist, executive director of the Vermont Community Broadband Board, told the committee the state has moved from roughly 25% fiber availability when the board launched in 2021 to about 60% of addresses with fiber service today, and she said the board expects near‑universal service as federal and state projects proceed. "When we started 2 when this office started 02/2021, there was about 25% of Ramon had access to fiber optic Internet, now 60%," Hoquist said in the hearing.
Hoquist described multiple public benefits from ubiquitous fiber: expanded remote‑work and economic development opportunities; telehealth and remote monitoring that can reduce emergency visits; precision agriculture that can cut nutrient application and reduce runoff; modernized wastewater monitoring; and workforce opportunities in construction and telecommunications. She said the build will require additional technicians and local workforce development: the broadband program team estimated a need for about 200 additional technicians statewide to support construction and operations.
The board described federal and state funding that underpins the rollout. Hoquist said Vermont has secured approximately $545 million in broadband grants to date and noted the federal Broadband Equity, Access and Deployment (BEAD) program allocation (the transcript referenced $229 million in BEAD funding for Vermont). She cautioned that some federal program rules and timing remain uncertain and that the state is preparing plans required to draw down BEAD funds.
Hoquist and deputy staff described the public‑sector model used to reach lower‑density rural addresses: Vermont’s law enabling municipal communication union districts (CUDs) has produced a set of local, municipal‑led providers that can deliver service in places private carriers will not. Hoquist said 216 of Vermont’s 251 towns belong to a CUD and that roughly 93% of remaining underserved and unserved addresses lie within those municipal districts. She said some CUD projects have partnered with private companies (the transcript named Fidium, GWI and smaller local providers) to build and operate networks.
Cost and affordability figures were discussed. Hoquist said average per‑address costs are far lower in denser areas (she cited about $2,000 per address in lower‑cost areas) and about $11,500 per address in the rural areas the current grants target; the board uses take‑rate assumptions to test business models. She also said early data show higher than expected subscription rates in many CUD service areas — the board used a conservative 50% take‑rate in planning but reported some rural CUDs reaching 70% take‑rates in practice.
Committee members asked about competition and partnering with local providers, cell‑tower coverage and whether fiber can improve emergency communications and telehealth. Hoquist said fiber provides the performance and low latency needed for telehealth, that the state is working on battery‑backup/911 continuity questions, and that fiber plus targeted wireless (small cell or pole‑mounted antennas) can be tactical solutions in certain geographies where topography or foliage blocks radio signals.
Hoquist also highlighted workforce and apprenticeship connections. Committee members had earlier heard about registered apprenticeship models for other industries; Hoquist said the broadband rollout has a related workforce pipeline challenge and described a Department of Labor collaborative effort to develop pre‑apprenticeship and apprenticeship tracks for fiber technicians, with starting wages cited in the hearing and a 2,000‑hour registered apprenticeship pathway tied to a national fiber technician standard.
The board asked the committee to continue interagency coordination on workforce, affordability and permitting issues, and to watch federal timelines for BEAD and other discretionary funds. No formal votes or legislative actions were taken during the presentation.
Hoquist closed by urging municipalities, agencies and private partners to plan for the technology’s downstream uses — telehealth, precision agriculture, wastewater monitoring and job creation — while stressing the importance of stable funding and workforce development to translate infrastructure into community benefit.
