Cobb County opens eight solicitations, reads bidders for inmate health, sewer and reclamation projects

Cobb County procurement staff opened eight solicitations on Feb. 13, 2025, reading bid amounts when provided and listing vendors for requests for proposals evaluated on multiple criteria.

Daryl McCook, a Cobb County procurement staff member, told attendees that the county was opening eight bids and read the vendor names and bid totals on the record. "On behalf of the Cobb County Board of Commissioners, we're opening 8 bids today," McCook said.

Why it matters: The solicitations collectively cover corrections health services, major water- and wastewater-related construction and equipment purchases and local facilities work. Several of the projects include multi‑million-dollar public-works bids that, when awarded, will guide contractor selection and project timelines for county infrastructure and services.

Key solicitations and bidders read on the record

McCook noted bid bonds were included with those submissions.

- RL Sutton Water Reclamation Facility solid‑handling upgrades (T2031, RFP): Vendors announced only (multiple evaluation factors): Crowder Construction Company; PC Construction Company; and Wharton‑Smith, Inc. No dollar amounts were read for this RFP on the record.

- South Cobb Water Reclamation Facility biosolids thickening system replacement (T3027, RFP): Vendors announced only: Ardura Group, Inc.; and Engineering Strategies, Inc. The RFP uses multiple evaluation factors; totals were not read.

- Fire Headquarters renovation (RFP): Vendors announced: Albion General Contractors, Inc.; Catamount Constructors, Inc.; Hogan Construction Group, LLC; and John W. Spratlin & Son, LLC. The procurement notice indicated the RFP is evaluated on multiple factors; bid totals were not read.

- Purchase and installation of playground safety surfacing (ITB 256875): The county recorded a single bid from Superior Ground Cover, Inc.; the total bid price as read on the record was listed as "25.68 75" (as read by the procurement representative).

McCook read bidders' names and the bid totals where the procurement representative said a total price would be read.
