"There are some really awful things in there, that are at very real risk of becoming law," said Catherine "Katie" Vanhayst, state director for Senator Bernie Sanders. She singled out the possibility of a 20% cut to Medicaid as an example of a reconciliation outcome that would have severe consequences for Vermont's state budget and service delivery.
"A 20% Medicaid cut would have an absolutely astronomical impact on Vermont's budget in a way that is difficult to see how our little state budget could recover from," Vanhayst said. Delegation staff urged state officials and legislators to gather concrete data on local impacts and to coordinate outreach to notify members of Congress and governors' associations.
Staff emphasized that reconciliation is a legislative process that can produce binding law through a 50-vote simple-majority threshold in the Senate, making it harder to block by filibuster. The delegation recommended that municipalities and state agencies collect data on the likely impacts of proposed cuts so those figures can be used in communications with federal lawmakers.
The committee did not take any vote on reconciliation language; the session served as an informational briefing and a call for local officials to prepare impact analyses and advocacy.
