North Bend board extends superintendent’s contract, approves policies and preschool expansion plans

NORTH BEND, Ore. — The North Bend School District Board on Jan. 9 unanimously extended Superintendent Vince Swaggerty’s employment agreement for one additional year effective July 1, 2025, adopted a set of district policies that include nutrition and wellness provisions, and discussed steps to add a second preschool classroom at North Bay.
The board read the superintendent’s evaluation, conducted earlier in executive session using the Coalition of Oregon School Administrators’ evaluation standards and two board-established goals, and found Swaggerty’s performance “accomplished” in nearly all areas. The board then voted 7-0 to extend his contract. “Vince has the complete support of this school board, and we look forward to the coming years under his leadership,” a board member said while reading the evaluation summary.
The vote followed brief remarks thanking district administrators and staff. Superintendent Vince Swaggerty thanked colleagues and staff, noting the evaluation reflected a team effort.
Board members also approved a package of policies recommended by staff, including updates to the district’s nutrition and wellness policy. The board adopted the listed policies by unanimous voice vote, with no substantive public debate recorded.
Separately, district staff reported that the Oregon Department of Early Learning and Care approached the district about adding another preschool classroom at North Bay. District administrators are rearranging classroom assignments this month to create space: the Title classroom will move into the high school–adjacent room, the high school’s current room will move to the former Title location, and the preschool will occupy the vacated spot. District staff said the new classroom could enroll about 21 students initially; the district expects to serve nearly 40 preschool-aged children by year’s end across North Bay program offerings.
The board thanked Advanced Health for a $5,000 donation to each North Bend school, a total of $20,000, and publicly acknowledged the gift during communications.
Student representative Taylor Thompson gave a brief update on school activities, including recent concerts, athletic seasons and community service projects; Taylor said, “We’ve been doing good,” and described fund-raising and donation drives tied to recent concerts.
Board members also noted upcoming planning meetings: a work session on Jan. 23 that will include a 30-minute question-and-answer segment with the city manager and other city staff about urban renewal, a strategic planning session scheduled for Feb. 3, a combined core- and instructional-team meeting on March 7, and an expectation to present for adoption in April.
