DeBary sheriff reports higher clearance rates, highlights fraud recoveries and several recent arrests

The City of DeBary heard an update from Volusia County Sheriff's Office leadership on crime statistics and recent investigations during a ComStat briefing.

Sheriff's Office officials reported that last year's overall case clearance rate was about 77.94 percent and said the city is seeing improved results so far this year. "So, again, we're on track as far as improvement," Captain Israel said, summarizing January figures.

The sheriff's presentation emphasized gains on person-crime clearances and described several recent case developments that contributed to that improvement. Officials said person-crime clearance rates rose to roughly 90–95 percent so far this year, and property-crime clearance was reported at about 60 percent, lifting the overall clearance rate to about 81 percent to date.

Why it matters: higher clearance rates can affect community confidence and case outcomes. County and city officials attributed those gains to new technology, targeted enforcement and interagency cooperation.

Notable incidents and investigations

- A vehicle pursuit that began in DeBary and continued onto I‑4 ended in Seminole County after the vehicle triggered a license‑plate reader; deputies arrested the driver on multiple fleeing and felony charges, the sheriff said.

- A motor‑vehicle theft reported at Rob Sullivan Park was solved within about 90 minutes after surveillance video and interagency tips identified a suspect; Lieutenant Tucker led the follow‑up and the case was cleared by arrest.

- Multiple vehicle burglaries and related arrests across DeBary and Deltona resulted in recovery of a stolen handgun, a wallet and other property; one arrested suspect faces multiple felony charges, including armed burglary and possession of a firearm by a convicted felon, and will be prosecuted under enhanced recidivist provisions, the presentation said.

- Several shoplifting and theft reports — including a case involving about $800 in stolen tools and a separate incident where rims worth $4,200 were disputed — were forwarded to the state attorney's office or to criminal investigation divisions for further work.

Fraud and the financial crimes unit

Officials highlighted work by the financial crimes unit on elderly‑targeted scams. In one instance, a DeBary resident was convinced by someone posing as a military officer on social media to purchase gift cards totaling about $31,000; investigators said the victim had deleted records that might have aided prosecution. The county’s Criminal Investigations Division (CID) also described larger efforts to track and seize illicit assets. The CID representative said the unit has recovered roughly $1.1 million since it began focusing on these schemes.

"Most people focus on who the doer is ... Normally that person's overseas; you're never gonna arrest them. Now we're focusing on the assets," the CID representative said.

Sheriff leadership said the office will bring representatives of a major fraud ring to brief the public and victims at a planned February 19 event; officials said the event will include a victim who had funds recovered.

Context and caveats

Speakers noted that classification changes to incident reporting — the move to the National Incident‑Based Reporting System (NIBRS) and Florida’s incident reporting standards — mean year‑to‑year crime counts are not directly comparable in all categories. "There’s not any more crime that’s occurring; it just looks different on paper," Lieutenant Thompson explained while summarizing changes in reporting methodology.

Officials credited technology — license plate readers, surveillance integration and tracking devices — along with focused patrol operations for many of the recent clearances.
