State Water Resources Control Board staff hosted a recorded staff workshop to review the draft 2026 Integrated Report, which includes the Clean Water Act section 303(d) list of impaired waters and the 305(b) condition report. Anna Maria Saenz, senior environmental scientist for the Integrated Report Policy and Process Unit, said the draft report was released Jan. 30 and that the State Water Board extended the public comment period from 45 to 60 days to allow more time for review.
Lily Rodriguez, lead staff for the public process, summarized the program purpose: the integrated report ‘‘is prepared to meet the requirements of the Clean Water Act’’ and combines the 303(d) list (waters needing restoration plans) with the 305(b) condition report (statewide water quality status). Rodriguez reminded participants that U.S. EPA must approve the 303(d) list and that the 305(b) report is informational to EPA’s National Water Quality Inventory.
Staff laid out the public schedule: the draft report and staff report were released Jan. 30; the solicitation cutoff for data used in these assessments was Oct. 21, 2022; the public comment period runs through the posted deadline (noon on April 2, 2025); the board will hold a public hearing in March; staff will prepare responses to comments and any recommended revisions before asking the board to consider adoption; and the State Water Board plans to submit its recommendations to U.S. EPA by April 1, 2026, at which point EPA has 30 days to review.
Workshop presenters said materials and the recording will be posted to the Integrated Report web page and provided guidance on how to submit formal comment letters. Saenz stressed that answers provided during the workshop are for clarification and do not substitute for formal written comments to be considered in the administrative record.
