Representative Hill said stakeholders, including Representative Zahn, had engaged in outreach and that the committee should examine the fiscal note. Members discussed whether pre-bid outreach and preconstruction processes could reduce instances of noncompliant bids. Representative Waters expressed support, saying the requirement aligns with expectations that contractors and subs be licensed and bonded.
The committee moved and seconded a motion to report House Bill 1633 out of committee with a due-pass recommendation. There were no amendments. A roll-call result recorded 18 ayes, 1 excused; the bill was reported out with a due-pass recommendation.
Committee members noted the fiscal note warrants further review and that stakeholders would continue discussions about implementation details before the bill proceeds further in the process.
