Claims and payments: The board approved a claims-and-payments resolution authorizing auditors to issue payments. Finance staff reported the total bill payment for the meeting was $549,208.16 and identified several notable line items: payments for furniture for a new auditor workspace ($34,899.31), a $150,000 natatorium contribution to Cedar Falls Community Schools (CAC grant), a $70,068.22 annual maintenance fee for election systems and software, and ARPA construction payments totaling about $110,000. The motion passed on a roll call with all supervisors voting in favor.
Appointments: The board approved two appointments on voice votes: - Melissa Clark was appointed as the county representative to the Black Hawk County Board of Health, term ending Dec. 31, 2027. - Rodney Platt was appointed to the Black Hawk County Planning and Zoning Commission, term ending June 30, 2029. Both appointments were moved and seconded; the board recorded the motions as carried.
Easement transfer public hearing: The board passed a resolution to schedule a public hearing on Tuesday, March 4, 2025, at 9:05 a.m. to consider transferring by quitclaim the county's interest in a 1980 easement over a county road now annexed into Cedar Falls. Staff said the parcel is within city limits and the city requested the transfer so it can manage the right-of-way.
Health-insurance participation: The board approved a resolution to allow the education-outreach coordinator position for the Black Hawk County Solid Waste Management Commission to participate in the Black Hawk County group health insurance plan. Board members said they were satisfied with staff explanations and approved the participation.
Pavement-marking bids: County staff opened bids for the FY25 pavement-marking project and announced bids received both electronically and on paper. Electronic bids included partner asphalt and Advanced Track Control (tractor-control bid) with quoted amounts $199,950.49 and $215,482.10 respectively. Paper bids included Highway Signing ($230,093.02), Iowa Plain Signing ($248,664.80), Fiker Contracting ($191,940.30) and Vogel Traffic Services ($185,437.54). The board voted to receive and place the bids on file and allowed time for staff review.
Other: The board approved routine consent items, accepted the February 4 minutes and set other hearings as part of routine business.
