Council approved first reading for a planned development rezoning that would allow vehicle sales and leasing at 3916 West Alba Street in the Drew Park/West Shore area.
Planning commission staff reported the site is in the West Shore Business District and that the proposed two‑building plan is compatible with surrounding commercial and industrial uses. The applicant, owner Ray Hajian, told council the property has been underutilized and the rezoning will enable redevelopment of the existing metal building and a new structure for vehicle sales or related commercial activity.
Planning staff noted the PD proposes a small building (approximately 2,704 square feet, 0.28 FAR) and recommended several technical additions to the site data table between first and second reading, including labeling entrances and confirming FAR. Development Coordination staff found the request consistent with the land development code and noted two natural‑resource waivers included in the submittal; staff asked that the modifications on the submitted revision sheet be completed between readings.
Council action and process: Councilmember Henderson introduced the ordinance for first reading; the roll call vote was unanimous. Second reading and adoption were set for March 6, 2025 at 10 a.m. at Old City Hall. The applicant will complete the requested site plan revisions and supply required waiver paperwork before second reading.
