Committee advances confirmation of Dita Hollyfield as enterprise services director

The Committee on Innovation, Technology and Entertainment on Feb. 13 advanced a resolution to report Resolution 25‑12 recommending confirmation of Dita D. Hollyfield as Director of Enterprise Services for the City and County of Honolulu.
Hollyfield, introduced to the committee as the department’s designate, told members she has been “very busy at the department of enterprise services the year and 9 months that I have been able to serve the community” and outlined priorities including shortening procurement timelines for concession contracts, creating contract templates and expanding sponsorships to increase revenue.
The nomination drew multiple supportive remarks from council members at the meeting. Council Member Cordero praised Hollyfield’s engagement and regular updates; Council Member Okimoto highlighted the revenue work at the city golf courses; Council Member Kia Aina and Council Member Del Santos Stam also expressed support. A member of the public, Tim Gary, gave oral testimony in support.
Hollyfield said DES currently manages roughly 28 to 32 concession contracts and that the department’s concession team consists of two full‑time and two half‑time staff. She estimated concessions could produce “a couple more million for sure annually” and later said the department’s golf operations bring in “a little bit over $12,000,000 annually” with a departmental benchmark target of at least $15,000,000 annually.
Deputy Managing Director (unnamed) told the committee that procurement challenges affecting DES and other departments have been discussed across the administration and that a group has been working on them since last year.
After discussion the chair recommended that Resolution 25‑12 be reported out for adoption; the committee proceeded with no objections and the recommendation was ordered.
