Jacobs told the commission the dogs are not noisy and the household has complied with animal-control visits.
Planner Damian presented staff analysis finding the proposed use is an accessory residential use compatible with the RS‑7 zoning and the comprehensive plan, subject to standard conditions. Staff proposed conditions that the Kennel License be obtained after the CUP issuance and that the property be kept free of accumulated animal feces, with weekly disposal.
Commissioners asked whether the city differentiates noncommercial and commercial kennel licenses; city staff confirmed the municipal code distinguishes the two definitions, and the commission opted to approve this application as a noncommercial kennel with a maximum of four dogs after the applicant said she would accept the limit. The permit becomes effective 15 days after written notification absent an appeal.
