The Nampa Planning and Zoning Commission on Feb. 11 voted to recommend rezoning a 6.36‑acre parcel at 1426 Chicago Street from RA to RS‑4 and to approve the preliminary plat and potential development agreement for Sunshine Meadows, proposing 28 single‑family lots, open space and a walking path along the Elijah Drain.
Owner/developer Pratik Parekh presented revised plans after a prior RD/townhome proposal did not advance at council; Parekh said he redesigned the project to single‑family RS‑4 lots to address council and neighborhood feedback. He detailed site constraints including the Elijah Drain, a 15‑foot access easement on the northeast parcel (limiting development there) and two larger lots on the northeast that he asked council to exempt from the maximum lot-size standard because of topography and right‑of‑way losses.
Planner Christie Watkins reported staff finds the project consistent with the comprehensive plan’s medium‑density designation, that required public‑facility services exist, and that 15.5% open space is provided. Frontage improvements (curb, gutter, sidewalk) along Chicago and Iowa will be required; the city will coordinate right‑of‑way acquisition on Iowa as part of final design. Watkins noted two exception requests the applicant will bring to city council: (1) allow two northeast lots to exceed the site’s maximum lot size and (2) address compatibility lot-size requirements on the eastern boundary.
Neighbors and owners asked about driveway access for three lots facing Iowa, traffic impacts and whether county residences would be annexed; staff and the applicant said the three corner lots would have driveways on Iowa that meet required driveway-separation distances, Iowa would be widened and improved, and there is no policy to force annexation of the adjacent county parcel absent property-owner consent. After public comment and staff conditions, commissioners voted to recommend approval and adopt the staff findings; the item will proceed to City Council for final action and to consider any exceptions.
