Board grants special certificate of appropriateness for additions at 2420 Madrid Street with conditions

The Historic Preservation Board approved a revised design for additions and site work at 2420 Madrid Street, a property previously designed by H. George Fink, with conditions on window configuration, materials and small restoration details.

Staff said the current application is a reduced-scope revision of a plan the board previously reviewed in 2024. Rebecca Carbajal of Pacheco Architecture explained the revisions: removal of a rooftop trellis from the prior proposal, a reduced addition footprint, a recessed covered terrace behind a new one-car garage and impact-rated windows and doors selected to match original configurations where possible. Staff recommended approval subject to seven conditions, including restudy of the south elevation window configuration to retain more of the original pattern and final details to be worked out at staff level.

Board members discussed window patterning, original openings and historic roof detailing. The architect said some interior layout constraints informed the proposed window placement and that the owner preferred the proposed configuration for bedroom layout reasons; she agreed to work with staff on retaining original opening sizes where feasible. Board member Alex Silva requested that the decorative barrel-tile coping around the central tower be reinstated as a condition; another member asked that the round vents on the façade be painted a darker color to read as voids. The applicant accepted those additions.

Ms. Peggy Rolando moved to approve the design with staff conditions except that the board would continue work at the staff level on the south elevation windows and with added conditions to reinstall barrel tile coping around the tower and paint the façade vents a darker color. The motion passed on roll call.
