Johnson County commissioners approve road, park and health facility contracts, grants and appointments

The Johnson County Board of Commissioners on Feb. 10 approved a series of construction contracts, grant actions, a reappointment and other routine business, including a $2.17 million mill-and-overlay award and a $1.27 million roundabout award.
The actions support ongoing road projects, inspection and design work for a bridge replacement, renovations at the county park and staff efforts to secure state and federal grant funding and space for a Women, Infants and Children (WIC) clinic.

Daniel Johnston, highway engineer, presented the mill-and-overlay award and said the Howard Companies bid totaled $2,168,605.57 and that staff requested a 3% contingency (about $65,000) "to allow us to make some field decisions as needed," which the board approved.
On the roundabout project, Johnston said a minor math error was corrected in the low bid but the bidder remained the low bidder and the corrected amount is $1,270,014.71. Commissioner discussion noted that some of that project’s funding will come from the road and bridge impact fee.
Kevin Leonard, park superintendent, explained an unusually large Princess Lake water bill was caused by a leak at the scale building: "We did have a leak at the scale building that we found and caught, so that's probably why it was a little high 1 month," he said.
Ending The board handled the items as routine business and moved several procurement and planning steps forward; staff will return recommendations on the horse-barn bids at the next regular meeting and will bring any contract contingency usages back to the board for ratification.
