An applicant requested a special land-use permit (SLUP25-001) to operate a Type 2 home-occupation personal care business at 4989 Thompson Mill Road during the City of Stonecrest community planning information meeting on Feb. 13, 2025.
Raffaro Mayo of Mayo Capital Incorporated told the meeting the property is within an R-100 zoning district and that, with the appropriate permits, the site is suited for a small personal care operation because of nearby pharmacies, grocery stores and a hospital. Mayo said the operation would serve elderly and disabled residents and provide “passionate, safe care,” and he estimated “minimal trips 5 to 15” for the site.
Mayo emphasized access to emergency services and nearby medical facilities, saying proximity to the fire department and hospital would help ensure timely help if needed. He also argued the project could create local caregiving jobs and provide a professionally managed facility that “looks good inside and outside.”
Several neighbors spoke in support. Samantha Verner identified herself as a neighbor and said she supports the project as a “good and safe environment for the elderly.” A commenter who identified only as a resident also expressed support, and a speaker who gave only the name Pam, who said she has been a CNA for 20 years, described understaffing in some assisted-living settings and said smaller facilities with sufficient caregivers would better meet residents’ needs. Pam said, “I remember last time when I did my practicum, it was like 1 CNA versus 26 residents.”
Staff materials for the item listed the parcel number 1601105070, tax district 80 (Stonecrest), owner Promise Homes Borrow, LLC, acreage 0.46, future land use “suburban,” and current zoning R-100. The applicant was told the petition will be presented to the Planning Commission on March 4, 2025, then to the mayor and city council in March for final action. No formal vote was taken at the information meeting.
Mayo said the facility would be professionally managed and maintained; no operational or licensing details beyond the SLUP request were provided at the information meeting.
