Board members press JOC and VOTEC on budget, fund balance and student proficiency

Danville Area School District board members spent part of Wednesday's meeting discussing the vocational-technical joint operating committee (VOTEC) budget and academic performance at the regional vocational-technical center.
Administrators reported that VOTEC's proposed operating budget is about $11,511,387, representing a 5.4% increase from the previous year, and that the center carries a fund balance listed as $1,116,197. Districts were asked to absorb a roughly 3.75% per-district increase; because of Danville’s enrollment numbers, board members said the district’s payment this year will be about $20,000 less than last year.
Board members flagged concerns about academic outcomes reported for VOTEC, particularly a cited 12% proficiency figure in math. Several trustees urged closer scrutiny of program models and said they want the joint operating committee to study whether different delivery models (for example, greater emphasis on home-district academics combined with concentrated technical instruction) could yield better student outcomes while improving fiscal efficiency.

Board members said they will continue to press the JOC and the VOTEC administration for more detailed budget breakdowns, fund-balance justifications and academic accountability data. One board member cited ongoing conversations with fellow JOC members and said Danville representatives will push for further study and transparency at the committee level.
The discussion did not produce a formal board vote to change Danville’s VOTEC allocation; trustees said further conversation with other sending districts and the VOTEC administration is expected.
