Council adds infrastructure goal; members ask staff to prioritize roads, landfill options and downtown activation

At the Feb. 11 budget workshop council members added an infrastructure-and-capital‑improvements goal and asked staff to prioritize deferred maintenance (streets, sidewalks and other public facilities), evaluate landfill closure alternatives and consider downtown activation measures.
Council member Bridge specifically asked staff to address deferred maintenance for roads, bridges and public facilities during the 2025–27 budget cycle. Council members also discussed the city’s landfill/solid-waste future: staff noted closure planning and options are under study and that a landfill‑closure discussion is scheduled for a future meeting (September), and council asked staff to consider solid-waste alternatives in the capital planning process.
Members proposed near-term, lower-cost downtown initiatives as well: graffiti removal and permanent outdoor-dining accommodations that originated as COVID-era flex-space ideas. Councilors said such measures could boost pedestrian activity and tourism without large capital outlays. One council member also suggested the council consider an autonomous-transportation implementation plan as a longer-range item when reviewing transportation investments.
No capital allocations were approved at the workshop. Staff will present prioritized capital-improvement options and financial implications at the April 22 workshop so the council can evaluate trade-offs and funding sources.
