The commenter suggested using local housing-trust funds for low-interest loans in exchange for affordability covenants so homes remain on the tax roll while increasing housing supply.
Council members and staff did not adopt a formal ADU program in the workshop, but members expressed support for staff to examine program options and to include specific housing proposals as staff prepares April budget materials. Staff noted that departments will return with more detailed proposals tied to the council’s chosen goals.
