Sunnyvale council moves to study pedestrian signals at three Fair Oaks Avenue crossings after two recent deaths

A Sunnyvale resident told the council that two pedestrians have died near Fair Oaks Avenue intersections in recent years and urged the city to install hawk beacons at three sites or otherwise accelerate safety work.
Daniel Howard, a neighborhood resident, addressed the council at the workshop in February 2025 and asked that staff "initiate the paperwork to get a design and build for a Hawk signal at Taylor," saying two local deaths at or near Taylor and Fair Oaks amounted to a pattern that required immediate action.
Council members debated whether to pursue a full complete-streets redesign of Fair Oaks Avenue or to move quickly to add targeted, signalized crossings. Councilmember Mellinger said the largest near-term safety gain would come from adding pedestrian signals at three quarter-mile crossing gaps and asked staff to advance faster measures.
Staff noted a larger Fair Oaks redesign (study issue DPW 24-02) would be a substantial, multi-year effort. Council voted 7-0 to defer the complete-streets study (DPW 24-02) to preserve staff capacity and to pursue shorter-term studies and targeted interventions. Councilmembers then prioritized a related study item that examines signals at three Fair Oaks intersections (DPW 25-01) during the departmental ranking session.
Daniel Howard told the council a hawk beacon (a pedestrian-activated flashing beacon) would reduce jaywalking because pedestrians "press the button, a couple seconds later, you can cross the street," while a full traffic signal might produce longer waits that encourage unsafe crossings.
Councilmembers and staff said they would evaluate whether a hawk beacon or a full signal is warranted at each location and could move ahead with a design-build approach if traffic and pedestrian counts justify the installation. Staff indicated they would bring back a scope and schedule consistent with council direction at the March strategic workshop and as part of the fiscal review.
The decision to defer the corridor redesign and instead focus on intersection-level signal studies is intended to expedite safety work at locations with immediate pedestrian risk while preserving the option of a future complete-streets approach for arterial-level improvements.
