House passes bill restoring county fair board autonomy regardless of county size

Supporters said the change restores longstanding local control of county fair boards and preserves youth and agricultural programming. "County fairs and county fair boards have been in operation in Idaho since 1922," the bill’s floor sponsor said, adding the measure would "repeal that law and that language, meaning that county fair boards moving forward, regardless of the population of the county, will act as they did and have done since 1922." The sponsor described the bill as "agriculture friendly," "community friendly," and "youth friendly."
The sponsor told colleagues the bill does not remove county commissioners’ budgetary oversight of fair properties. He said two counties that have already exceeded the population threshold would be grandfathered and could remain advisory if they choose, but the bill creates a path for them to return to the prior, more autonomous structure.
Another representative who said he had served on a county fair board for more than 10 years urged passage, saying the autonomy allows fair boards to act quickly on routine and time-sensitive operational matters while county commissioners continue to oversee budgets and finances. "The autonomy of a county fair board can, by ordinance, be moved to advisory only to the county commissioners. The intent of this legislation is to repeal that law," the sponsor said during floor debate.
After debate closed, the clerk unlocked the electronic voting machine, members cast their votes, and the clerk recorded the roll. The clerk announced: "65 ayes, 2 nays, 3 absences," and the speaker declared that House Bill 106 "pass[es] the house as a corrected title." The title was approved and the measure was ordered to be transmitted to the Senate.
