Board and administration discuss transportation changes, bus unloading and an annual report recommendation

A board member requested two changes be considered for the transportation policy package: (1) an annual report to the board from the employee/transportation coordinator or supervisor, and (2) language directing each school principal or designee to ensure students exit buses promptly under normal operating conditions. Administration said the first suggestion — an annual report — could be scheduled at a time that works operationally and that staff would research the best month for reporting. On the second suggestion, administration advised against locking specific unloading procedures into board policy because there may be safety exceptions; instead they recommended that operational rules be placed in administrative regulations (ARs) and internal directives.
Administrators acknowledged buses sometimes remain idling with students on board for extended periods (board members referenced 18–20 minutes in one example) and said they are developing a plan intended to have buses drive up, unload students and drive off; staff set an internal target to have a plan in place by the end of the month. The superintendent and transportation staff discussed constraints including staff time, professional learning, coordination with high-school schedules, and weather-related safety considerations such as keeping heaters running.
A board member reported photographing bus activity from private property for documentation and said the images would remain private; administration advised that district staff can provide photographic documentation through official channels and asked that individuals not photograph students on campus without coordination because of privacy concerns.
Board members agreed to include the transportation items in ARs and to await administration’s proposed plan and report timing.
