The House Committee on State Government unanimously reported House Bill 30 to the House floor, a measure the sponsor said simply codifies recent court language about pension "spiking" in the Kentucky Public Pension Authority (KPPA).
Sponsor Representative John Blanton, 92nd District, said the bill fixes an issue created after a court ruling tied to pay increases the General Assembly had granted. "All this language does is codify the court's language," he told the committee, adding that the measure passed the House unanimously the prior year but did not advance before adjournment.
Erin Surratt, executive director of the Office of Benefits at KPPA, accompanied Blanton and answered technical questions. Blanton told the committee that the bill has broad support from firefighters, police officers and state employees.
Representative Tipton noted the Public Pension Oversight Board (PPOB) reviewed the measure in advance and raised no objections; Tipton reminded members that pension‑impact legislation should be reviewed by PPOB to ensure continuity with pension policies.
The committee voted 20‑0 to report the bill favorably to the House floor for further consideration.
