DCT asks for operating adjustments, data-sharing authority and raises county share for MSOP costs

Alyse Bailey presented several items under Direct Care and Treatment (DCT) funding to the House Human Service Finance and Policy Committee, including operating adjustments, statutory clarifications for competency-attainment admissions under chapter 611, data-sharing changes and a proposed increase to county cost-sharing for the Minnesota Sex Offender Program (MSOP).
Bailey said DCT is a 24/7 behavioral healthcare system serving more than 12,000 patients a year and that operating costs (health care, compensation, utilities) are rising. She asked for an operating adjustment to maintain current service levels.
The nut graf: DHS asked the Legislature to restore authority that permits DCT to charge cost-of-care to certain clients coming under chapter 611 competency-attainment authority, to allow data sharing with county prosecutors, defense attorneys and courts for care coordination, and to raise the county share for MSOP clients to 40% for all admissions (previously 10% or 25% depending on admission date).
Bailey said the change to chapter 611 is intended to avoid a general fund loss and to improve care coordination and discharge planning by permitting appropriate data exchanges with criminal-justice partners. She also said DCT would return with more detail and asked for the committee's collaboration on these items.
