Council approves appointments, contract amendments and multiple consent items in unanimous votes

The Modesto City Council unanimously accepted a resignation, approved several committee appointments, extended a facility operations contract month-to-month and adopted multiple consent items including capital contracts and consultant amendments at its Jan. 28 meeting.
The Modesto City Council on Jan. 28 unanimously approved a package of personnel appointments, a short-term contract amendment for the King Kennedy Memorial Center and a consent calendar of ordinances, contracts and consultant amendments.
Council members voted to accept the resignation of Kyle Ford from the Housing Rehabilitation Loan Committee and to appoint David Harris and Larry Sanders, Margie Johnson, Emmanuel Becerra and Jim Bishop to various housing and park advisory bodies. The council also approved a third amendment to the agreement with the West Modesto Community Collaborative to continue month-to-month operation of the King Kennedy Memorial Center through July 1, 2025.
The votes were taken individually on the nonconsent items and as a bundle for the consent calendar. The consent calendar included final adoption of an ordinance changing speed limits, consultant contract increases, an amendment to a master development agreement for bridge housing projects, formation of a Community Facilities District (CFD) and construction contract awards for water-main replacement work.
The council first considered and approved a resolution accepting the resignation of Kyle Ford from the Housing Rehabilitation Loan Committee. Council member Jeremiah Williams moved the motion, Council member Wright seconded, and the roll call returned unanimous "Aye" votes.
Separately, the council approved: appointments of David Harris and Larry Sanders to the Citizens Housing and Community Development Committee (terms to 12/31/2028); the appointment of Margie Johnson as the committee's representative to the Housing Rehabilitation Loan Committee (term to 12/31/2025); and the appointment of Emmanuel Becerra and Jim Bishop as the city's representatives to the Tuolumne River Regional Park Citizens Advisory Committee (terms to 12/31/2028). Each of those items passed on unanimous roll calls.
Consent calendar highlights (approved unanimously): - Final adoption of ordinance 37809 CS amending Modesto Municipal Code section on speed limits (item 8). - First and second amendments to consultant services agreements for environmental planning and other professional services, increasing contract amounts (items 9–10). - First amendment to an agreement with Stanislaus County Affordable Housing Corporation for master development services for bridge housing projects, increasing the agreement by $625,000 to a new total of $700,000 (item 11). - A resolution of intention to form City of Modesto Community Facilities District (CFD) 2025-1 Kiernan Business Park South and replace CFD 2012-1 Kiernan Business Park South (item 12). - Acceptance of the monthly investment report for November 2024 and the accounts payable/void report for November 2024 (items 13–14). - Award of the Bret Hart neighborhood water-main replacement Phase 1B construction contract to Midcal Pipeline and Utilities, Inc., for $1,731,361 with a 15% contingency authorized (total not to exceed $1,991,075), and an engineering support agreement with Siegfried Engineering for $29,800 plus $2,980 in optional services (item 16). - Amended and restated memoranda of agreement with Stanislaus County for West Modesto sewer infrastructure project areas (items 17–18).
On the consent calendar vote the clerk called the roll; council members recorded "Aye" on every listed consent item and the motion carried unanimously.
The council also took up the previously pulled item 15 and approved a third amendment to the agreement for operation of the King Kennedy Memorial Center with the West Modesto Community Collaborative to continue the operator relationship on a month-to-month basis until July 1, 2025. Parks director Jeremy Rogers told the council the amendment was needed because the existing contract had expired and construction of the park is anticipated this summer.
No dissenting votes were recorded on any of the items noted above.
Looking ahead, several items approved on consent authorize future procurement and construction work (for example the Bret Hart water-main project) and the CFD resolution of intention initiates a formation process that will require additional public steps before any special tax is levied.
