Senate passes memorial urging DHS guidance, training for 287(g) agreements

The Florida Senate passed Senate Memorial 6C on Feb. 13, 2025, urging the U.S. Department of Homeland Security to provide guidance, training and other directives to help 287(g) agreements operate “efficiently and effectively.”
Senator Gruters, the sponsor, told the chamber the memorial “urges the secretary of homeland security to provide guidance, training opportunities, and any other necessary directives for 287(g) agreements to operate efficiently and effectively.” He described the request as a way to support cooperation between federal and local law enforcement in immigration enforcement.
Supporters did not offer amendments. After the sponsor waived closing remarks, the memorial was adopted by voice vote.
The memorial is nonbinding and asks the federal executive branch for technical assistance rather than creating state enforcement obligations. It reflects continued legislative interest in federal-local coordination on immigration matters under 287(g), the federal program that permits delegated immigration enforcement functions.
