Council authorizes IGA with CDOT after PPACG awards $5.6 million toward Link Road reconstruction

The Fountain City Council voted Feb. 11 to authorize the city to enter into an intergovernmental agreement (IGA) with the Colorado Department of Transportation after the Pikes Peak Area Council of Governments (PPACG) awarded $5.6 million toward reconstruction of Link Road from Caine Road toward Old Pueblo Road.
Deputy city engineer Abba Dovetti told council the $5.6 million award includes $4.6 million in federal funds coordinated through CDOT; the award is contingent on a required local match that Dovetti said is already budgeted across fiscal years. She said the PPACG award will fund design, environmental assessments, right‑of‑way work and an environmental linkage study required before construction can begin. Construction is anticipated to start in 2026 and carry into 2027.
City staff cautioned that rising construction costs mean the $5.6 million will not cover the entire corridor to Old Pueblo and that the initial phase will likely reach roughly to the middle of the Little Ranches/Circle K area. City Manager Todd Evans and Dovetti said it is common to seek a TIP (Transportation Improvement Program) amendment or additional funding through future PPACG open calls to extend the project further south as construction costs and design scope are refined.
Council members noted the project’s multimodal elements: Dovetti said plans call for two travel lanes in each direction where appropriate, a center turn lane, shoulders and detached sidewalks on both sides. Councilmember Herzberg thanked staff for grant work and emphasized communicating staff successes to the public.
Councilmember Deidre Duncan made the motion to adopt Resolution 25‑006 authorizing the city to enter the IGA; Councilmember Rick seconded. The motion passed on a 6‑0 voice vote.
