A Kansas Senate committee on Wednesday passed Senate Bill 77, which would require state agencies to provide written notice to businesses, local governmental units and known members of the public before revoking rules or regulations.
The bill also removes certain abolished or inactive agencies from the statutory five-year review of agency rules. Reviser David Weese told the committee the bill “becomes speculative upon publication in the register.”
Senator Thompson moved the bill pass favorably; Senator Murphy seconded. The committee adopted the motion by voice vote and the bill passed out of committee.
Supporters said the measure clarifies notice obligations when agencies seek to revoke existing rules. Committee discussion was brief and limited to the reviser’s summary; no additional amendments were offered.
The bill text specifies the notice requirement and the change to the five-year review process; the committee record indicates the bill takes effect on publication in the register.
