Planning board forwards revised Slade Street housing plan to Zoning Board

The Fall River Planning Board voted unanimously Feb. 12 to forward a revised proposal for 951 Slade Street to the Zoning Board of Appeals after hearing from the applicant's attorney.
Attorney Peter Solino, representing applicant Jamie Duff, told the board the new submission reduces a previously proposed 15-unit conversion of an existing former childcare center to 11 residential apartments and that the plans show sufficient parking for the project. "Good evening for the record. My name is Peter Solino. I'm a lawyer here in Fall River with addresses at 550 Locust Street. I represent the applicant petitioner, Jamie Duff," Solino said as he described the narrower scope of the current filing.
The board discussed the change in unit count and confirmed the application does not propose changes to the building footprint or height; the reduction in units is intended to address the zoning concerns that prompted a prior denial by the city's Zoning Board of Appeals on Jan. 18, 2024. Board members noted the reduction from 15 units to 11 is roughly a 26–27% decrease in the number of units and said the revised plan no longer requires a waiver for parking.
After discussion, the board made a motion to submit the revised proposal back to the Zoning Board of Appeals for its determination. The motion was made and seconded, and a roll-call vote recorded Gloria Pacheco, Mario Luciola, Beth Andree, Michael Farias and Chair John Farrell all voting yes.
The board's action was procedural: it forwarded the application and accompanying materials to the Zoning Board of Appeals rather than approving any building or occupancy permits. The transcript and staff materials indicate the board's role on this agenda item was to determine whether the new submission contains substantial and material changes from the version previously denied and to forward the matter accordingly.
