Staff updates: economic development projects, UDC rewrite, impact‑fee advisory committee and other committees discussed

Economic development highlights included site-plan activity and new or in‑process projects: Olive Garden proposed at Cibolo Crossing (site-plan activity), Andy's Frozen Custard (site plan approved), a proposed data center at 1000 Bolton Road (pre-application meeting), Luxe Salon Suites (building permits in process), and recently opened businesses including Whataburger and Dutch Bros in Cibolo. Staff also reported that the Cibolo Creek Center site plan (the CUP item earlier on the agenda) remains under concurrent review.
Staff said the CAIAC (Capital Improvement Advisory Committee) work will be governed by state law for impact‑fee updates (water, wastewater, roadway, drainage) and will be supported by a consultant; state rules require specific professional representation among committee members (real estate, building and engineering). City council asked for a representative from Planning and Zoning to be nominated to the CAIAC; staff asked the commission to consider a recommendation and noted the committee likely will not need to start formal work for several months. Separately, the city council has proposed forming a citizen Capital Improvement Advisory Committee related to the city's five‑year CIP (not state‑mandated), and staff said council members intend to nominate civic representatives for that committee as well.
Staff also flagged an upcoming UDC advisory committee (UDC rewrite) and asked commissioners to consider serving; the UDC process will include advisory meetings and a formal application/appointment process. Commissioners expressed a desire for earlier notification when planning and zoning items are discussed at council so the commission is informed; staff agreed to improve communications and said more details on committee timing and applications would be provided in future staff updates.
Other notes: staff summarized recent council activity on several CUPs, plats and rezoning cases (including a self‑storage CUP that was approved 5–2 at council after additional conditions were added), and reminded commissioners about onboarding materials, the city's policy directive and required ethics training dates.
No formal action was required; staff asked commissioners to consider whether members would volunteer or apply for service on advisory committees and to provide feedback on the phase‑2 commissioner training materials before the next meeting.
