Council approves first reading of ordinance to clarify numeric chapter and section headings in Title 9

The City Council approved on first reading an ordinance intended to clean up numerical chapter and section headings in Title 9 of the Pico Rivera Municipal Code.

Councilmember Laura asked whether the ordinance included provisions dealing with personal belongings left in the public right of way and whether there are specific rules for parking lots. Staff said the code does have a section addressing personal belongings in the public right-of-way and the city’s ability to collect and return items to individuals where appropriate, and that parking-lot enforcement varies by private versus public facilities.

Staff said private parking lots are the responsibility of property owners, while street parking and city-facility parking are subject to municipal code and enforcement provisions; enforcement options for long-term vehicle habitation and illegal parking exist but are spread across multiple code sections. Councilmember Laura asked whether state law provides a 72-hour tow authority; staff said they would check and return with an answer.

Councilmember Laura moved the ordinance forward and Mayor Pro Tem Camacho seconded; the roll call vote on the first reading was 5-0. Staff indicated the item is cleanup of a previously passed ordinance and that council may request additional clarifications before subsequent readings.
