Administrator outlines strategic-planning proposal and updates on CJCC, radio network and staffing

County Administrator Mr. Alvarado briefed the committee on a proposed strategic-planning process, ongoing criminal-justice collaboration with Lac Courte Oreilles, public-safety radio-network planning, and personnel updates.
On strategic planning, Mr. Alvarado said the county needs a concise five-year guidance document to inform committee decisions and budget priorities. He described a three-step process: a 1–2 hour SWOT meeting with the board and department heads in March, compilation of priorities by staff, and a final prioritization meeting in May. The intent is to produce a short set of directional statements and annual work plans that can be revisited each year. “We really could use some type of guidance document that we can use as committees or as a board when we make decisions,” Mr. Alvarado said.
Mr. Alvarado also provided updates on criminal-justice collaboration. He said the county’s MOU with the Lac Courte Oreilles (LCO) Criminal Justice Collaborating Council has expired and that staff and LCO counsel are working on a replacement. At LCO’s request, jail reporting now identifies Native American inmates; LCO has also asked that Justice Point provide quarterly reports to their Tribal Governing Board. Mr. Alvarado reminded the committee that the county contracts with Justice Point and that any performance concerns should be addressed through the Criminal Justice Collaborating Council.
On public-safety radio infrastructure, Mr. Alvarado said staff is pursuing a proposal with GenComm and exploring lease opportunities on existing towers, including a proposal sent for the WOJB tower. If lease sites are unsuitable, the county may need to build new towers.
Personnel updates: Mr. Alvarado reported the sheriff’s department is fully staffed across jail, dispatch and deputies and that three paramedics who finished licensing are completing field-training to run independently this month. Human Services is recruiting for a real property lister and a mental-health therapist; HHS has created grant-funded LTE positions to support youth-justice work.
