HARB recommends one sign, denies one replacement door; committee sets hearing for rental-permit amendment

HARB recommended approval of an ADA sign for 9 North High Street and clarified either of two proposed sign locations would be acceptable, with the final location at the owner's option. For 100 West Market Street, HARB recommended denial of the certificate of appropriateness for a door replacement because the installed modern-style door and frame do not resemble the original painted wood door with divided light windows as required by the HARB design guidelines. Committee members asked staff to consult with Paul (an off-site HARB contact) and the item was set for further discussion in the work session; HARB's recommendation on the door was not finalized by the committee at this meeting.
On a separate agenda item, the committee voted to approve an amendment and schedule a hearing for March 19, 2025, to consider changes to Chapter 66 owner-occupied rental-permit definitions. The amendment would revise the definition of "residential rental dwelling unit" to remove a monetary qualifier so the borough treats a dwelling as a rental when an occupant other than the owner resides there. The committee recorded the motion as approved by a 3-0 vote.
