Council approves $203,000 CDBG allocation; $132,000 for sidewalk crossing project

The Paso Robles City Council unanimously approved the city's 2025 Community Development Block Grant (CDBG) annual action plan at its Feb. 4 meeting.
Community Development Director Warren Frates summarized the federal allocation process and recommended spending the city's $203,000 allocation with 80% ($162,000) for projects and 20% ($41,000) for administration. Frates told the council San Luis Obispo County administers a portion of the grant and handles reporting.
The council adopted the recommended allocations after reviewing three competitive public-service applications. Frates said the council previously narrowed requests totaling $47,000 down to $30,000 and directed $15,233 to CapSLO and $15,233 to ECHO; he said five-cities homeless coalition received $0 in this round. The council also approved allocating $132,000 for a sidewalk and pedestrian crossing with flashing beacons and ADA accessibility on Airport Road connecting Royal Oak Park improvements to Turtle Creek Park in the Sierra Bonita low-income zone.
During public comment, Wendy Lewis of ECHO thanked the council for support and described recent outcomes: staff provided outreach and assistance that helped 256 individuals and families obtain housing in 2024 and an additional 97 families through homelessness-prevention efforts.
