City reports progress on Creston Road, South Vine bridge and multiple capital projects

Public Works reported Creston Road phase 1 nearing completion, signal work and sidewalks upcoming; phase 2 design (including a roundabout) is planned. Other projects include Sherwood Acres water line upgrades, Golden Hill paving, bridge deck repairs, a pickleball court, and airport ramp work.
Paso Robles public works staff told the City Council on Feb. 4 that major elements of the Creston Road improvement project are complete and that the most disruptive work'paving and long traffic closures'lies ahead.
Public Works Director Freda Berman said "major items of the project are, in fact, completed" for Creston Road and listed finished work including deep sewer, night water work and about 400 lineal feet of fiber conduits and manholes. She said remaining tasks include curb ramps, missing sidewalks and installation of a traffic signal at Creston and Boland Drive.
Berman said crews will in coming weeks install and improve a driveway at Wayside Liquor and that pedestrian push-button safety improvements were installed at Ivy, Trigo and Orchard. She described the upcoming paving as "the hardest part" because it will require traffic control and short-term painful commutes before project completion.
On phase 2, Berman said design work is underway and that the most visible element will be a roundabout at Rolling Hills Road; she said a $3 million grant had been obtained specifically to support the roundabout. She described other projects now under way or entering construction:
- Sherwood Acres water line system upgrades (replacement of old water services); contractors are replacing old services ahead of planned road repairs. - Golden Hill Road paving (Preston to Rolling Hills) is completed; remaining segments will require crack fill and slurry seal when weather permits. - South Vine Bridge realignment and a truss bridge with lighting are in design; the project will create a four-way intersection at Highway 46. - Repairs to deck surfaces on the 13th Street bridge (Salinas River) and the Niblec Bridge over the Spring Street/101 on-ramp are in design with estimated construction funding need of about $3,500,000. - A pickleball court project on Scott Street is scheduled to issue a notice to proceed Feb. 10 and mobilize Feb. 20. - Mary, Hill/15th/Terrace Hill repairs were bid; staff will recommend award at the Feb. 18 council meeting (Measure E12 funds). - Airport ramp/tie down improvements: bids are opening and the project is city funded (not FAA-funded). - Public Works is assisting emergency services with a training tower at Twin/Union Road; staff will recommend award Feb. 18.
Council members asked about the height and color of a shade structure installed between the veterans and senior center; Berman replied the design was vetted through a community workshop and council approval. Council also asked whether project PowerPoints are posted; staff said weekly written project status updates are being issued and circulated to the public.

Public works staff said construction on Creston Road phase 1 should finish later in 2025, with phase 2 proposed for advertisement in early 2026; several other capital projects are moving from design to construction in the coming months.
