Design and Construction director‑designate outlines focus on execution, staffing and contractor performance

Dominic H. K. Millis ("Haku" Millis), director‑designate of the Department of Design and Construction, told the Committee on Planning, Infrastructure and Transportation on Feb. 11 that his priorities are stronger project execution, workforce development and improved coordination on procurement to reduce delays.

"DDC is first and foremost a service agency," Millis said, describing the department's role carrying projects from planning through construction for other city client agencies. He listed the breadth of work the department handles — road paving, drainage, bridge and structural repairs, mechanical and electrical projects — and said his office will focus on early contractor engagement and supervisory mentorship so projects meet city expectations.

Millis said pay differentials and expanded recruiting helped the department fill engineering and technical vacancies and that he sees an immediate opportunity to reduce backlog by improving purchasing and interagency processes. "We're looking at how the state has been effective in some of their contracts, and taking trying to take advantage of that," Millis said.

Committee members asked about procurement reforms and timelines for improved processes. Millis said the administration has created a working group to identify short‑ and long‑term improvements in purchasing and that DDC will continue to coordinate with the administration and other departments.
