The Smyrna Town Council approved two separate text amendments to the Smyrna Municipal Zoning Ordinance after public hearings and staff presentations.
First, the council approved an amendment that clarifies definitions and conditions for “special institutional care facilities.” The changes create a definition for group shelters, add parking standards and allow the use as a special exception in the I‑3 (heavy industrial) zoning district. Planning staff said the amendments correct a gap in the ordinance by defining the use and limiting locations where it could locate. The planning commission and staff recommended approval.
Second, the council approved an amendment to Planned Residential Development (PRD) rules to require a 20‑foot landscape buffer where a PRD abuts property zoned R‑1 in town or RM in Rutherford County. Planning staff said the change supplements prior PRD standards adopted in December and clarified that the buffer and its maintenance would typically be handled through an HOA.
Both amendments were approved by the council and will be incorporated into the municipal zoning ordinance. Staff said future site‑plan and special‑exception reviews will apply the new definitions and buffer requirements.
