Council receives JEO presentation on stormwater Phase 2, project to go to bid with summer construction target

The presentation explained the project will include channel grading and replacement of aging structures from Hydraulic Avenue to Mobile Drive, installation of 12 concrete drop structures to slow stream velocity, upsized concrete box culverts at East Parkview, Hartford Drive and Mobile Drive, and replacement of a washout-prone culvert crossing in Jardine Park with a low-water crossing. Brad Shores, representing JEO Consulting Group, said, "This is gonna help flooding in the area. This is gonna reduce the likelihood of flooding," and noted the design also improves access for city maintenance equipment.
The nut graf: the project responds to recommendations in the city's stormwater drainage master plan and is intended to reduce flood risk in the channel corridors while making long-term maintenance more feasible.
Council members asked about timing and sequencing. JEO and staff said the city will go out to bid "pretty soon," anticipated construction this summer and told the council they were instructing the contractor to be complete by the end of November for this phase. The presentation also referenced prior study work by Wilson and an overall program of phased improvements: phase 1 final designs were being wrapped up by Wilson and company, phase 2 was under JEO design, and phase 3 was being designed by BHC Engineering with anticipated council review later in the year.
Action: Councilmember Troy Hill moved to receive and file the presentation; Councilmember Terry Osborne seconded. The motion passed 5-0.
The presentation was informational and no construction contract or budget appropriation was approved at this meeting. Staff and the engineer said they would proceed with bidding and return with contract documents and recommended action when available.
