Supervisors approve claim dockets and payroll amid questions about refunds, overpayment and vendor documentation

The Claiborne County Board of Supervisors approved claim dockets and January payroll on Feb. 3 after extended discussion over refunds, an alleged $41,000 overpayment and payment procedures.
Supervisor Chambers pressed county staff to verify refunds tied to multipurpose building rentals and asked County Administrator Gregory Reed to trace whether refunds collected match refunds issued. "If we're refunding $50 that means we should receive some money as well," Chambers said, requesting a review "from the beginning of last year." The board also questioned why an individual payment was processed through accounts payable rather than payroll.
Supervisor Odom and others objected to approving dockets or payroll when documentation was not in the board packet. Odom said he would "not be supporting" items that were not received in time and stressed accountability for the county's $20 million operation. Despite objections and several recorded nays during discussion, motions to approve the claim docket and payroll ultimately carried after votes that included both ayes and nays.
The board addressed an apparent overpayment of about $41,000 to a vendor. County staff said the company contacted the road manager and acknowledged the overpayment and that reimbursement was in process; staff said they would verify and provide documentation by the next day.
Separately, the board voted to withhold payment of $8,745 to Hope Enterprise until documentation showing authorization and prior board action is provided. Supervisor Odom moved to hold the payment; Supervisor Chambers seconded. The motion carried.
Board members also discussed how to handle contested line items on dockets and payroll: legal and administrative staff advised members they may strike individual line items rather than voting down entire dockets so routine county business can proceed.
Ending: County administrators were asked to return to the board with documentation on rental refunds, the $41,000 overpayment and the payment trail for the Hope Enterprise invoice before the next meeting.
