Rules and Open Government Committee approves Feb. 11 agenda after removing evening study-session listing

The San Jose Rules and Open Government Committee approved the Feb. 11 meeting agenda and an accompanying ad sheet on Feb. 5 and removed a standalone 6 p.m. “evening study session” listing to avoid confusing the public.

Committee Chair (unnamed) said the meeting would begin with a 9:30 a.m. closed session, continue as a regular session at 11 a.m., include a lunch break and resume with a budget study session; the separate 6 p.m. notice, the chair said, implied a new start time when the committee expected to continue the afternoon study work if needed.

The clarification matter drew most of the discussion. Committee Member A (unnamed) moved approval of the agenda and the ad sheet and later proposed eliminating the evening study-session listing on the public notice. "I think we should eliminate the evening study session, since the 11:00 set, agenda item already says budget priority session," Committee Member A said. The City Clerk (unnamed) confirmed the afternoon placement of the study session and agreed the published language could confuse the public.

After a second, the committee voted and the motion to approve the agenda with the corrected schedule carried, 4-0. Committee Chair (unnamed) announced, "Motion carries four-zero." The committee also voted 4-0 to approve seven consent items listed for the meeting.

There were no public comments during the meeting. The committee adjourned at 2:05 a.m., concluding a short procedural session focused on agenda formatting and scheduling for the Feb. 11 budget study session.

The change affects how the Feb. 11 meeting will be presented to the public: the committee removed an explicit 6 p.m. entry and clarified that the study session will continue from the afternoon if necessary rather than restart at that evening time.
