Weld County commissioners approve BRIC grant, purchases, donations and schedule change; votes at a glance

The Weld County Board of Commissioners on Feb. 3 approved a package of routine and grant-related items, including acceptance of a BRIC hazard-mitigation grant award, an amendment to a nurse home-visitor contract to adjust indirect costs, two donations to support a community health survey, purchase of used equipment for public works, a temporary road closure for culvert replacement and the rescheduling of a show-cause hearing.
Roy Rudacille of Emergency Management presented a BRIC (Building Resilient Infrastructure and Communities) project tied to the county's hazard mitigation plan. The board accepted a grant award of $100,579 with a county match requirement of $25,145, which Rudacille said is budgeted in this year’s budget. Commissioner Maxey moved approval and Commissioner Peppler seconded; the board approved the acceptance by voice vote.
Jason Cheshire of the health department explained a contract amendment to the nurse home visitor program tied to the state fiscal-year indirect cost rate. "The indirect rate went up slightly from 18.96% to 19.74%," Cheshire said; he said the change allows the county to charge an additional $4,185 in indirect costs to the grant. Commissioner Maxey moved the amendment; Commissioner James seconded, and the board approved the contract amendment.
The board accepted two donations to fund post-survey gift incentives for the 2025 community health survey: Banner Health Corporation contributed $5,000 and North Range Behavioral Health contributed $8,000. Both donations were accepted by separate motions and voice votes; the health department said the gift certificates are funded by partner contributions and not county funds.
Purchasing staff presented a request to buy one used 2021 John Deere wheel loader for public works to replace a vehicle deemed a total loss. Purchasing staff said Weld County purchasing policy (Weld County Code section 5,450) allows the purchase of used equipment when competitive bidding is not practical. The quoted purchase price is $375,000. Commissioner Maxey moved to approve the sales quote and Commissioner Peppler seconded; the board approved the purchase by voice vote.
Public Works requested a temporary closure of County Road 80 between County Roads 29 and 31 from Feb. 10 through Feb. 14 to replace an irrigation culvert; the board approved the closure after hearing that the detour route is paved.
The board also rescinded a previous resolution and approved a corrected resolution to set the show-cause hearing for PCS C25-0003 (Abbey Van Horn) on March 26, 2025, at 9 a.m. That item was removed from the consent agenda earlier in the meeting and was placed as agenda item number 8 for separate consideration.
Other routine actions included approval of general warrants for January 2025 and moving consent agenda item number 20 to the regular agenda for reconsideration. Most motions were approved by voice vote; no recorded roll-call tallies were provided in the transcript.
