At its Jan. 27 meeting the Weld County Board of County Commissioners voted on multiple routine and substantive items. The following summarizes each formal action recorded during the session.
• Bridge design contract: The board approved award of a professional services contract for design engineering of the Bridge 60½ and 49A replacement project to RMS Inc. The contract total is $1,751,987; the project is included in the five‑year capital improvement plan and includes federal aid with CDOT oversight for a grant not to exceed $2,000,000. The recommendation was presented by Toby Taylor in purchasing; Commissioner Maxey moved approval and Commissioner Ross seconded.
• Cisco Voice Flex Agreement: The Information Technology Department recommended approval of a three‑year Cisco Voice Flex agreement with Zavarro Inc. Year‑1 cost was listed as $136,953.78, with years 2 and 3 each $102,499.52. The board approved the agreement on a motion by Commissioner Ross with Commissioner Maxey seconding.
• Mill and overlay bid (County Road 37): Five vendors responded to solicitations for the County Road 37 mill and overlay; Public Works is reviewing proposals and anticipates bringing a recommendation at a later date. No award was made at this meeting.
• Human Services solicitation (various services): Forty vendors responded to a solicitation for child welfare services; the department expects to return with recommendations April 9, 2025. No award was made.
• Contract ID 9033 (roadway improvements, County Road 72): Public Works staff presented a memorandum of agreement to allow temporary construction grading and to transition existing driveways for a County Road 72 project; the county is paying a $500 easement amount. Michael Bedell presented; Commissioner Maxey moved approval and Commissioner Ross seconded.
• Windsor Reservoir Outlet Ditch (Springer Ditch) waterline crossing agreement: Planning Services presented an agreement among the ditch company (WRCC Inc.), Prairie Song Development LLC, the Town of Windsor and Weld County to govern installation of a waterline and replacement/extension of culverts that cross the prescriptive easement for the Windsor Reservoir Outlet Ditch. Staff and the county attorney reviewed the agreement and recommended approval; Commissioner James moved and Commissioner Ross seconded.
• Quick claim deed (parcel adjacent to Bull's Seepage Ditch): Planning Services recommended transferring approximately 3.03 acres to the Town of Loch Buie to permit access for culvert repair and drainage maintenance. The board approved a quitclaim deed; Commissioner Ross moved approval and Commissioner Maxey seconded.
• First reading — PUD chapter (Chapter 27): Planning Services presented amendments to Planned Unit Development rules to allow any owner within a PUD to propose changes to allowed uses or setbacks (rather than requiring every owner to sign the application). The criteria for approval would remain the same and property owners within the PUD and owners within 500 feet would be notified. Commissioner Maxey moved first reading and Commissioner Peppler seconded; the board approved first reading.
• Waiver of annexation impact report — Sanger annexation (City of Evans): The board granted the City of Evans' request to waive the annexation impact report requirement for roughly 19 acres near Hillen Park as a matter within the county's discretion; Planning Services recommended the waiver. Commissioner Ross moved approval and Commissioner James seconded.
Several items on the consent agenda and routine minutes and warrants were also approved by voice vote. Items that require later action — including the two solicitations noted above — will return to the board for formal award recommendations.
