Weld County commissioners approve multiple bids and contracts; motor-pool design bid moved to work session

Weld County commissioners on Monday approved a series of procurement actions and county contracts, voted to rescind a previously awarded elevator modernization bid, and postponed final action on the design bid for a new motor pool complex so the board can review materials in a work session.
The board rescinded an earlier award for elevator modernization at the Weld County Health Building after the originally selected low bidder could not meet bond requirements. Commissioners also approved a $54,962 contract for an environmental-justice public engagement plan, awarded traffic-signal maintenance to the sole bidder and approved four county contracts including a revised State Opioid Response grant allocation and the county’s property and liability insurance placement.
Toby Taylor of the county purchasing division told commissioners that Peak Elevator, the original low bidder on the Health Building elevator modernization, failed to meet payment-bond specifications and the board therefore rescinded the award and will rebid the project.
The board approved bid B2400148 to AR360 Consultants LLC for $54,962 to develop a public-engagement plan to complement the county’s environmental-justice plan. Commissioner Kevin Ross moved approval; Commissioner Lynette Peppler seconded. The motion carried with assent from the commissioners present.
On the motor pool complex design engineering bid (B2400149), the low bid from Karen Design LLC was substantially lower than other offers. Commissioners expressed concern about the spread between bids and asked for a work session to review documentation. Commissioner Ross moved to postpone final approval until a board work session; Commissioner Peppler seconded and the board agreed to take the item up on Jan. 22, 2025.
The board approved bid B2400155 for traffic-signal maintenance to Luminate Transportation Technologies; the vendor quoted rates based on an hourly on-call structure. Commissioners asked about pricing and were told the contract is structured around hourly rates.
The Department of Information Technology reported that one vendor withdrew a response to a Cisco Voice solicitation; the department expects to return with a recommendation on Jan. 27, 2025.
Contracts approved by the board included: - Contract ID 8848: Revised State Opioid Response (SOAR) grant award of $69,998.82; the state moved funds into an 'other costs' category to pay North Range Behavioral Health for inmate services. The award had previously been accepted; the board approved the revised budget line. - Contract ID 8990: Property and liability insurance with the Colorado Counties Casualty and Property Pool (through County Technical Services Inc., CTSI) for $3,219,200 covering 01/01/2025–12/31/2025. The full-cap policy had been approved in a pass-around on Dec. 19; the board approved final execution. - Contract ID 9000: Amendment to the county cafeteria plan to allow employees with a health FSA to roll balances into a limited-purpose FSA when switching to a high-deductible health plan with an HSA. - Contract ID 9007: Amendment #2 to the syphilis field-delivered therapy program funded by the Colorado Department of Public Health and Environment to expand testing and treatment for prioritized populations, including supplemental testing for inmates at the Weld County Jail.
Most motions were moved and seconded by commissioners in the meeting record; the board recorded assent on the approved items and scheduled follow-up review for the motor-pool design bid.
