County approves FAA reimbursable agreement, MOA for runway lighting work at Yampa Valley Regional Airport

The Routt County Board of Commissioners voted Jan. 28 to authorize the Yampa Valley Regional Airport director to sign a reimbursable agreement and a memorandum of agreement that support Federal Aviation Administration-funded work to remove and replace Runway 28 identifier lights (REIL) as part of the airport’s 2025 AIP 60 taxiway project.
Taneel, filling in for airport staff Kevin Booth, told commissioners that the project includes two funding streams: a reimbursable agreement (RA) tied to grading and blast-pad work that requires the airport to advance approximately $98,200.99 up front and then receive reimbursement through the AIP 60 project (90% FAA, 5% state, 5% airport). A separate National Airspace System (NAS) planning-team-funded portion of the work would cover $226,328 in direct costs to the airport.
“...that upfront cost that we have to pay out is about $98,200.99 and that, like I said, will be we'll be able to get reimbursed through our AIP project,” Taneel said. Staff said any cost overruns would be addressed through amendments to the agreements so parties remain equitable.
A commissioner moved to authorize the airport director to sign the FAA reimbursable agreement and memorandum of agreement in support of FAA-authorized REIL work as part of the 2025 AIP 60 taxiway project; a second was recorded and the board voted in favor by voice.
County staff noted both agreements had been reviewed by the county attorney. Commissioners asked for a future budget update on the terminal expansion and related grants so the board can track moving parts of the airport program.
The motion included authorization for the airport director to execute the required documents; county staff will finalize the agreements and manage reimbursements through existing grant processes.
