BOCC approves $100,000 CDBG award for eviction-diversion program

Pueblo County will accept $100,000 in Community Development Block Grant funds to expand eviction-diversion services for income-qualified households in 2025, the Board of County Commissioners approved Feb. 11.
The Pueblo County Board of County Commissioners on Feb. 11 approved an agreement with the City of Pueblo that will allow the county to receive $100,000 in Community Development Block Grant (CDBG) funds to support eviction-diversion services in 2025.
Alexis Ellis, housing program administrator for Pueblo County Department of Human Services, told commissioners the county applied for and was awarded the CDBG funds in 2024 and that 100 percent of the award will be used for eviction-diversion payments. "This is the second year we have applied for and been awarded these funds to support our eviction diversion program," Ellis said. She said the county is not required to provide matching funds for the grant.
Ellis said the eviction-diversion program partners with Colorado Legal Services, which identifies households behind on rent on the eviction docket and helps with interventions. Ellis said the program served 120 households in 2024; of those, about 35 households received combined CDBG and CSBG support and about 37 received assistance funded solely by CDBG. She added households may access the program once every five years and no more than twice in a lifetime. Commissioners approved the subrecipient agreement by voice vote.
County staff said CSBG funds will cover administrative costs and the CDBG award will pay direct eviction-diversion assistance.
