Pueblo County approved a professional services agreement with McPherson, Goodrich, Palucci, and Mihalic to provide consulting services to the budget and finance department, with a contract cap of $200,000.
County staff said the vendor will assist with preparation for the year‑end audit and with implementing the county’s enterprise resource planning work (Workday). Staff characterized the work as technical and compliance‑focused: the consultant will bring specialized audit and accounting expertise the county does not have in‑house.
The budget department included the consulting dollars in its proposed budget anticipating the need; staff said the firm has a long history working with Pueblo County in multiple capacities and that the work is funded from the department’s approved budget. Commissioners discussed whether an RFP had been issued recently; staff said professional services procurement does not always require an RFP under the procurement code and that the vendor’s institutional knowledge of Pueblo County’s accounts is a factor.
The board voted to approve the agreement (item 3 g) and the motion carried. Staff said the county will monitor contract spending and that future external audits could be pursued periodically to provide additional independent review.
