County clerk wins two state grants totaling about $681,805 to finish land record digitization, buy election equipment

Pueblo County Clerk Candace Rivera told the Board of County Commissioners on Jan. 23 that the clerk’s office received two state grants to continue digitizing county records and to cover election equipment.
Rivera said the first grant, from the electronic recording and technology board, is $421,758 and is intended to add legal descriptions and legal remarks to digitized documents so they can be properly indexed and searched. Rivera said the digitization effort now covers records “from 1861 to 2024,” and that the project is nearly complete after roughly $2 million in grant funding over the last two years.
The second grant covered new election equipment valued at $260,047.35. Rivera said the local match of $104,000 came from election judge salary savings and that the county submitted required paperwork by Dec. 31 and is awaiting state reimbursement, expected in June 2025.
Commissioners praised Rivera and her staff for securing grants and for the progress on digitization. One commissioner invited other board members to tour the clerk’s office and see the digitization work. The board moved to approve both grant award letters (items 3 c and 3 d) and the motions carried.
Rivera said a few remaining gaps remain to be filled through additional grants; she did not specify which particular years or records remain to be completed. The clerk’s office noted that indexing the legal descriptions and remarks is a separate step required so the digitized records can be searched efficiently.
