Lake County Council proclaims February Black History Month and honors educator Earl H. Smith Jr.; presents retirement recognition

Councilman Niemeyer said he supported broader recognition and “is in favor of us making it a national, not just the month of February” to honor contributions by African Americans. The council adopted the resolution by voice vote.
The council also approved a separate resolution honoring Earl H. Smith Jr., listing his academic and athletic accomplishments and decades of service as an educator, coach and mentor to students in the Garrett Community School Corporation. The resolution summarizes items the council placed on the record: Smith earned a bachelor’s degree in education from the University of Iowa, won state championships in track and field in the 1950s, competed in Big Ten events and later served more than six decades as an educator, coach and mentor. The resolution records multiple hall-of-fame inductions (track and field, football, basketball) and a 2023 leadership award; it directs that a copy be delivered to Smith’s family. The council adopted the resolution by voice vote.
Separately, the council presented a certificate of recognition to Mally Dillard for 49 years of service with the Lake County Sheriff’s Department and the clerk’s office. Dillard spoke briefly at the meeting and described family members who have served the county; the council and others offered thanks and posed for a group photo.
