The City Council approved two substantial amendments Feb. 11 to Community Development Block Grant (CDBG) action plans and related allocations, moving unspent Neighborhood Stabilization Program (NSP) and CDBG funds to priority uses the city said would be quickly expendable.
Staff explained the federal rules that require a formal substantial amendment when a single activity budget changes by more than 25 percent or when program scope changes. The proposal would reallocate $2,866,438.75 to the Home Improvement Roof Grant Program, which serves low-income households who need permitted, code-compliant roof replacement (staff said two-thirds of current program applicants are very-low-income seniors), and $300,000 for land acquisition to support affordable-housing development. The reallocation also helps the city meet HUD' s timeliness test for CDBG spending.
Staff said the city has previously used CDBG funds for acquisition and that the home-improvement program has a ready pipeline of prescreened applicants. Council approved the amendments after a 30-day public notice period and a recommendation from the Long Beach Community Investment Co.
A public commenter welcomed the reallocation and urged the city to consider pairing roof work with energy-efficiency measures and solar opportunities when feasible. Council approved the amendments.
