Votes at a glance: BOCC approves procurement changes, manager authority increase, Mountain Vistas PUD and other items

At its Jan. 28 meeting the Ouray County Board of County Commissioners recorded unanimous approvals on several formal motions. Below are the motions, outcomes and essential details as read into the record.

1) Resolution 2025-002 — Procurement, credit card and grants policy (Item B‑2) - Motion (adopt resolution with staff edits): Adopt Resolution 2025-002 amending the county procurement, credit-card and grants policy. Board directed staff to change the informal-bid lower limit from $500 to $2,500 and to replace the phrase “authorized user” with “named cardholder” on county credit-card forms. Outcome: approved unanimously.

2) Resolution 25-003 — County manager authority (Item B‑3) - Motion (adopt): Authorize the county manager to approve and sign contracts, agreements and other documents for calendar year 2025 up to a $50,000 limit. The manager explained the increase provides flexibility for emergency and time-sensitive purchases. Outcome: approved unanimously.

3) CenturyLink state contract renewal — telecom services (general business) - Motion (adopt): Approve county participation in the state-negotiated contract with CenturyLink for telephone services (copper/POTS lines for alarms and redundancy). Outcome: approved unanimously.

4) Semiannual Treasurer’s Report — review and acceptance (general business) - Motion (adopt): Accept corrected semiannual report of the Ouray County Treasurer for the period July 1–December 31, 2024; staff confirmed corrected exhibits were supplied and posted. Outcome: approved unanimously.

5) Certification for access to PII (Item C‑2) - Motion (adopt): Authorize the Public Health Director’s electronic signature on the required certification for access to personally identifiable information through state databases and automated networks; county attorney noted the certification includes language ensuring systems are not used for immigration enforcement. Outcome: approved unanimously.

6) Mountain Vistas PUD — final action on continued public hearing (Item C‑1) - Motion (adopt): Approve the Mountain Vistas Planned Unit Development with a suite of staff- and board-directed conditions (wildfire mitigation coordination, cistern/sprinkler requirements, plat and covenant corrections, hunting prohibition in open space, Lot 4 access easement, and removal of the wildlife-viewing tower from the open space). Outcome: approved unanimously.

7) Resolution 2025-004 — Waterview Lane and Waterview Court acceptance into county system (Item E‑2) - Motion (adopt): Accept Waterview Lane and Waterview Court into the county-maintained road system; requirement that HOA record perpetual public easement to open space and coordination to finalize recordation. Outcome: approved unanimously.

Vote counts: Unless otherwise noted, each motion carried by a unanimous roll call of the three commissioners: yes 3, no 0, abstain 0.
